Section 2.2-3700(B) states that records are presumed open "unless specifically
made exempt pursuant to this chapter or other specific provision of law." Specific
provisions of law prohibiting disclosure of particular records are found scattered
throughout the Virginia Code. The following pages include at least 152 of
these laws, found in 33 titles of the Virginia Code.* This list
